RIC is Referee in Chief. This term in the organization world usually refers to one specific individual. The RIC is usually an assignor as well but not for all games. The RIC in Hockey Nova Scotia would assign referees to provincial games, but likely does not assign day to day regular season games. The RIC is often the one responsible for evaluations and collecting dismissal reports, but there may be more than one person in their organization that deals with those.
GOALLINE's definition of the RIC is similar, but a GOALLINE site will often have more than one RIC. The RIC designation on the website admin profile means that the user will have access to all evaluations and dismissals submitted* as well as access to view referee passwords. Day to day activities like games being declined by referees, games being placed up for grabs and schedule changes requiring officials to be re-assigned will all send an email to anyone set as RIC.
