"none available" in edit referee assignments

Why do some games show all or some positions as "none available" in edit referee assignments?

1. The most common reason for this is that referees have either not been set as qualified for the league or position.
   1. If it is a new league, ensure referees are qualified
2. Second most common reason is that the referees have not updated their availability.
3. Check Set Assignor Permissions (within the assignor's website admin profile). If no boxes are checked, the assignor will have access to ALL assignments, if some boxes are selected, only those divisions/positions selected will be visible to the assignor in Edit Referee Assignments.
4. If 'configure ref system' is set to Delete Availability when Declining Games, even if a referee has indicate that they are available, once they decline an assignment they will no longer be available.
